Can You Airbnb a Home in Windermere, FL? Short-Term Rental Rules Explained (2026)

Quick answer: Can you Airbnb a house in Windermere, FL?
No. Short-term rentals, meaning nightly or weekly stays booked through Airbnb, VRBO or similar sites, are not allowed in Windermere's residential neighborhoods. That's true inside the Town of Windermere, and in the surrounding unincorporated Orange County neighborhoods with a Windermere address. Long-term leases are generally permitted, but most HOAs set minimum lease terms. If you want an investment property you can rent nightly, you'll need to look in areas zoned for vacation rentals, such as parts of Osceola and Polk counties near Disney.
I get this question almost every week, usually from out-of-state buyers and investors who see how close Windermere is to Walt Disney World and assume a lakefront home here would be a great Airbnb. It's a fair assumption. But the rules here work differently, and knowing that before you buy can save you from a very expensive mistake.
Here's what I tell my clients about short-term rentals in Windermere, why the rules exist, and what your options really are.

Short-term rental rules in the Town of Windermere
The Town of Windermere is a small, mostly residential town on the Butler Chain of Lakes. Its residential zoning is built around single-family homes. The Town has no short-term rental permit, registration program or local bed tax, because nightly rentals aren't treated as a permitted residential use here.
A few points buyers often miss:
- Guest houses and accessory dwelling units can't be rented out. The Town's code doesn't allow a guest house or ADU to be leased separately from the main home, so renting the guest cottage on a lakefront property isn't an option.
- Code enforcement is real. Violations can lead to citations and daily fines set by a special magistrate, and unpaid fines can become a lien on the property.
- Check before you buy. If a specific property matters to your plans, call Windermere Town Hall at 614 Main Street (407-876-2563) to confirm current rules for that address.
Rules for Windermere addresses in unincorporated Orange County
Many homes with a "Windermere, FL 34786" mailing address aren't actually inside town limits. Neighborhoods like Keene's Pointe, Isleworth, Lake Butler Sound and much of Horizon West fall under Orange County zoning.
Orange County's zoning code is just as restrictive for typical single-family neighborhoods:
- Renting a single-family home for less than 30 days is limited to the R-3 zoning district. Most Windermere-area subdivisions aren't zoned R-3.
- Short-term rentals of 179 days or fewer are otherwise limited to commercial and industrial districts, or to planned developments that specifically allow them.
- Enforcement is complaint-driven. Neighbors can report a listing through Orange County 311, and violations can carry significant daily fines.
Florida has a state law, section 509.032(7), Florida Statutes, that limits new local bans on vacation rentals. But it doesn't override private HOA deed restrictions, and that's where most Windermere communities draw a firm line.
How HOAs restrict rentals in Windermere
Even if zoning weren't an issue, almost every Windermere-area community I work in, gated or not, has deed restrictions that prohibit short-term rentals. Typical HOA rental rules include:
- A minimum lease term, often 6 to 12 months
- A cap on how many times a home can be leased per year
- Required HOA approval or registration of tenants
- Fines, and in some cases legal action, for violations
I go through these documents with every buyer before they're under contract. For more on what to expect, read my guide to HOA rules and regulations in Windermere, or compare gated communities with non-gated communities.
What is allowed: long-term leasing in Windermere
You can still own a Windermere home as an investment. Long-term rentals are generally allowed, subject to your HOA's minimum lease term. Windermere has steady demand from:
- Families relocating for top-rated Windermere schools who want to rent before they buy
- Corporate and medical relocations to Southwest Orlando
- Buyers building a custom home who need a 6 to 12-month rental in the meantime

Where investors can buy short-term rentals instead
If nightly rental income is your main goal, Windermere isn't the right fit, and I'll always tell you that. Investors usually look at resort communities zoned specifically for vacation homes, mainly in Osceola County (Kissimmee, ChampionsGate) and Polk County (Davenport) near Disney. Those communities are built for nightly guests, with clubhouses, water parks and rental management on site.
Inside the City of Orlando, the rules are also strict. Short-term rentals are generally limited to owner-occupied "homestays" (see the City of Orlando short-term rental fact sheet). Any Florida vacation rental also needs a license from the Florida DBPR Division of Hotels and Restaurants, plus state and county tourist tax registration.
For Disney-area properties where owners live in the home themselves, see my guide to the best neighborhoods near Disney World and my comparison of Isleworth vs. Golden Oak.
What this means for Windermere home values
In my experience, the lack of short-term rentals is one of the reasons Windermere holds its value so well. Buyers here are paying for quiet streets, neighbors who know each other, and lakefront living without a rotating cast of vacationers next door.
For sellers, that's a selling point worth highlighting. Your buyer pool is mostly owner-occupants and long-term investors, who tend to be well qualified and committed. For buyers, it means more predictable neighborhoods and protection for the investment you're making. See my latest Windermere market update for current pricing and demand.
Frequently asked questions
Can I rent my Windermere home on Airbnb or VRBO?
No. Nightly and weekly rentals aren't allowed in Windermere's residential neighborhoods under Town and Orange County zoning, and nearly all local HOAs prohibit them too.
What is the minimum rental period in Windermere, FL?
Orange County treats rentals under 30 days as transient and limits them to specific zoning districts. In practice, most Windermere HOAs set minimum lease terms of 6 to 12 months. Always check your community's deed restrictions.
Can I rent out my guest house or in-law suite in Windermere?
Generally no. The Town of Windermere doesn't allow an accessory dwelling unit to be rented separately from the main home, and Orange County restricts short-term rental of ADUs outside R-3 zoning.
Is a Windermere home still a good investment if I can't Airbnb it?
For many buyers, yes. Windermere attracts long-term renters and has historically held its value well, largely because of its lakes, schools and residential character. It's a long-term appreciation play, not a nightly-income property.
Where near Orlando can I legally run a short-term rental?
Investors usually focus on vacation-home resort communities in Osceola and Polk counties zoned for nightly rentals. Confirm zoning, HOA rules and DBPR licensing before you buy.
